The problem with the contractor -- and what's added much to the overall cost -- is that I'm paying their hourly wage for every little trip to the home improvement store to go pick up tools or consumable supplies that they don't already possess, which means their driving time, their fuel, their time spent standing in line, until $150 in supplies also means another $150 in "labor."

I would just replace X% with "CPI for [insert appropriate area] for [all consumers, or whatever line item you want to reference from BLS reports] as published by US Bureau of Labor Statistics (BLS)" and leave it at that.
