While the houses have newer roofs and electrical and are structurally okay, they are in fair condition.

There is an old 2 car garage with electricity ran to it and a mechanic's pit inside of it.

Vacancy, high and unplanned capital expenses (roof, A/C, plumbing, electrical, etc...), repairs, tenant trashes your house, drop in the market, spike in insurance rates, property management, and the list goes on.  

I've been thinking about scooping one up but the replacement cost of plumbing and electrical scare me. 

However ita beside a treatment plant opposite the electricity and I have problem selling at market value.

I will offer a monthly lease payment of $1,700 which will include the HOA fees and any other fees associated with the complex (only being responsible for the electricity), which still pays down the mortgage leading up to my option to purchase, for up to 3 years.The owner will be allowed to claim the home on their taxes every year until I am able and have the option to purchase.

Who owns the electric poles and wires?  

Bathrooms, paint, kitchen, electrical) , of can I submit a complete job bid with all work being completed by one contractor.
