Are they worth the costs? 

Just a way to reduce the cost of us having a place there.

Has anyone on here done something similar and remember the cost or have an idea of what pricing should be (ballpark)? 

Rents do go up over time (as do costs, but hopefully at a lower rate). 

If this is the kind of business they run I would not want to continue with them. 

If you plan to be there LESS than 7 years, then I might consider NOT BUYING because if prices stay the same it will take nearly that long to pay down a mortgage enough to cover commissions and closing costs to sell and break even. 

I want to convert the church into a house, which will cost about 100k.

If not I'd just put a new one in and eat the cost.

There is a prohibition against posting the landlord's names if they are found to be in violation of the ordinance.The ordinance includes a $1 million mitigation fund for landlords to offset the costs associated with accepting vouchers.

I would think having a landlord or rental dwelling policy is a much higher cost to be mindful of.
