A stronger American dollar has hurt foreign investment (says most new luxury buyers are Americans, over the Chinese/Russian/Brazilian majority from a couple years ago), developments that used to pre-sell are not doing so as rapidly, and you have a lot coming on line Downtown, LIC, Downtown BK, and in Midtown.

Increase rent as of the lease term for whatever your reason is.. so many do it as per a person type of formula.. so yes utility use for water will increase.. and to cover that if you pay for water..Otherwise minor children should be added to the lease, they do not sign, after their name put minor child and child's birth date.
