Maybe there area dozens of investors chasing a few tenants, and you either get low rent or no rent.

A lot of Agents are chasing new business and many have given up "selling the value" of proper coverage and instead chase the least expensive policy they can pitch you.

So the cash-flow is there, the cap is low, but you may have to chase your rents and have high turnover.
