I will be refinancing two off my five properties to get cash out to buy another asset.

You could buy a wyze camera from Amazon for $26 bucks, stick it to the exterior wall assuming you have electricity and wifi, and then you get a 13 second clip anytime there's motion at the doorway.

Particularly buying properties to rent out for additional cash flow but also flipping properties.

What we would like to do is buy then rent out and then move up state and rent.

Anyone familiar with the process of buying / selling small residential care facilities (RCFE)? 

Everyone has been scared the crazy state was never going to put a budget together and eventually the schools were going to have to shut down because they had no money coming in.So this may very well be a good time to buy as some landlords in college towns may have seen a decrease in vacancy and might be spooked. 

My goal this year is to buy a rental property that I can lease as soon as I close or after some minor repairs.

If you choose to buy a residence first I would try to hold out for at least a duplex.
