In this case the city is saying these units are not habitable but also stating that when they are habitable the existing tenants get the unit at their existing rent.In addition if the lawyer is correct, I believe he is incorrect, the LL must also pay for the hotel stay of the tenants during the rehab.

In my state if the issue persisted more than 14 days the tenant would have the option to break the lease at no additional cost.

@Ane DeysI would not generalize all REITs as being equal and there are also a lot of private funds who did not go the REIT route as a reit, while having specific tax benefits is also required to be passive.
