@Howard Montaque A certificate of title (CT) is the deed instrument a bank gets when the property is foreclosed on, and title goes to the lender....this means the bank owns it and no, you can’t do anything until it is publicly listed.

The general public and local politicians have little regard for protecting this once prestine natural ressource: the storm sewer overflow issue is without a solution in sight (passing a law to allow the municipal waste water plant to dump raw residential and light industrial sewage into the lake 6 times a year would be political suicide in Europe, just saying) and the DNR recommends to limit fish consumption to once per month, just to keep your mercury intake down a bit..

Well there seems to be no (for the common good of the American Public) need for this, vs. there is a need for credit scores.So given that, you'd have to wonder what and how it would be used, and what measures would the government take to block it.To me it seems predatory on the American People.
