If I can instead have a long term unit that nets some money when I don't use it, and I don't need to deal with a noisy roommate, that'd be better.

A bit on my self I have 3 singles in Dallas Forth-Worth area & 1 single Tampa area I sold 2 flips in Austin, TXIn DFW, I’m doing section 8 , I am getting properties with hard money loan , remodel them, and then re fi them for 30 years , I put around 45-65K for each property I have 4 properties total that cash flowing $300, $500, $1000 (section 8) , $250 per month after all taxes, expenses , insurances , mortgages .. 

Do I sell and pay capital gains and dump the money into a different market or do i refi and buy something else ?

You get NONE of that money back when you leave the property. 

Greetings,This is likely a silly question, but are hard money lenders ever willing to fund 100% of a down payment on a large purchase (20+ units) after viewing the deal (rent rolls, etc)?

If it is city of Miami you are better off doing a new set of plans rather than using someone else's in my opinion, I have done both and it always ends up costing the same time and money at the end of the day.
