I have spoken to several people on it and they will talk about it being on a blockchain etc., but have yet to have someone tell me what is the difference between it being tokenized and investing in say a REIT that issues shares through their transfer agent?

The money comes from the HOA dues, but if the company mismanages the funds or has high overage and people not paying, the money in the account is soft which will make it harder for lenders to lend there.

You could also move into the Tampa property later on - although I would say this is a rare practice because people usually like to take advantage of the primary home loans if they are going to live in it (people usually live in, and then rent).
