I wouldn't send any notice and I'd ignore him.If he starts blowing up your phone, then you can call the police and report him for harassment.

It can also cause a fire if it's too dirty.I had a dryer in one of the homes I manage that kept blowing the internal fuse and it would stop generating heat.

I am not a big fan of dogs, but if someone blows me away, but has a dog, I let them know I will need to meet the dog beforehand.
