I think my best option is to get  HELOC on the property, so the cash is available, but not costing me anything until I find my next deal. 

We Have one friend who is experienced in investing, and knows how to get off market properties, however admitted that they only have part time and limited availability due to some family issues.

The number of available sell/rent houses has dropped quite a bit, and time on the market for most of the sales has been very short.

Yep, returns can still be excellent, but if you're making $60k on a wholesale deal, I should hope you're leaving a lot more profit available for the end buyer, as they are going to be the one taking on all the risk.
