city of Portlandia did this with the Pearl district 10 year tax abatements.. started about 2005. there are probably 10 thousand new condos units built over that time through multiple glass buildings.. numerous resturants and shops etc.. totally transformed the area.now Portlandias version of crappy Ghetto is nothing like what you see out east.. just more like tired run down..

As I've repeated numerous times here in the forums, I rent out low C-class single-family houses in and just outside Pgh.My favorite tenant for this discussion pays $675 month on a 2/1 half-duplex property I bought for $25K and put $2K into before I rented it.

Been on numerous bus rides with students from all different turn key or gurus.. and on each one I met one or more that had done excellent with the training even though they paid a bunch for it but if they are doing deals for years on end the price per deal drops dramatically.
