The key here is, when you make a mistake, it's important to communicate promptly with all interested parties about what happened and about what you plan to do moving forward.

Perhaps the occupying tenant has a forwarding address for tenant b or you can send by mail to your rental unit a communication on the request as tenant b  has likely filed a forwarding address with the post office.
