The build we came up with is around 1950 heated square feet and 3 bedroom/3.5 bathroom.

No ducts for central A/C and heat.  

Maryland blocks would be more likely to grow moss than crumble from wet heat. 

A broken dip tubeEvery water heater has a “dip tube” that’s responsible for pushing the incoming cold water down to the bottom of the tank to be heated.After that cold water is heated, it rises to the top of the tank where it can be pulled out whenever you need hot water somewhere in the house.But if that dip tube breaks or falls off, incoming cold water no longer gets pushed to the bottom of the tank.

It heats the whole room by 15 degrees every 10 minutes. 

One of the sides was already occupied and rents for $800/month, we pay water and heat.

also I always thought the big island with some of the sub 200k SFRs would be good you don't have heating systems or airconditoning to worry about like on the mainland. just an idea.

My question is, is how can I lower the heating cost(make the tenants pay) and let the tenants individually control the heat between units?
