In California, what is the process to evict a tenant from a unit when you are purchasing a 2-4 unit multifamily property?

Investment Info:Small multi-family (2-4 units) buy & hold investment.

On a recent walkthrough with a client there were tenants that had attached their own washers and dryers in the unit.

We furnished 5 units for 40% less than non-sale and non-bulk items.

That’s step 1. step 2 - contact a local commercial broker and ask what the avg cap rate is in the area for SS units. step 3 - use the cap rate the broker provided and the NOI from the docs the seller gave you. 

The would be for small multi-units.  

The City’s RSO covers properties with two units or more where at least one of the units was built prior to October 1, 1978.

First red flag, that part is extremely expensive (like new unit expensive), he may be steering me to buy a new unit which is easier and more straightforward than repairing.
