I reached out to a real estate broker and asked for properties they are having trouble selling i.e. rough shape or other challenges.The realtor mentioned a property and I am looking for some conventional direction on how to work with the agent on a wholesale lease option. 

This is due to   recent trends in urban renewal, popularity of downtown living and a general resurgence of city life. 

They are in great shape and we will plant some seasonally appropriate flowers to give the space some color.

If "starting from scratch" means rebuilding something with about the same dimensions, and the base is in good shape it would be a significant savings to start with what's there.
