Atlanta fits the bill on most of those things, but am not sure that its a great place for investments.

Research the many ways there are to invest and find the one that best fits the time you have and the money you have.  

However, if there's lots of twists and turns in the duct that's already in the wall, adding a periscope vent may be too restrictive.I had one on the (full size) dryer in my previous house and it seemed to work OK.
