@Steven SpinicchiaYou are not just buying the property, but you are buying the region, the laws in that specific area, etc.You mentioned some reasons not to invest in NY such as the tenant friendly laws, eviction moratorium, etc.No one knows how the prices of real estate will be in different regions.However, you need to go with your gut on where you want to invest.It is more important that you made a decision than making the perfect decision.If you study the Indianapolis / Dayton area well, you will do well.Best of luck.
