There is a lot of sensationalist articles published  that speculate about meth toxcity, and the remediation contractors would love to scare you, take your money and then TSP all your walls while wearing moon suits. 

I currently live in a 4 bedroom, 3 bath house that has an in-law-suite.

Is it best to do it from here through an estate agent (which might be very expensive…there is apparently only luxury estate agents on the internet) or can you take the money to Mexico legally without big losses/expenses (transfer it to a Mexican account) and then buy the house there?

Take a year and 1- listen to a BP Show per day, 2-cut your living expenses as much as you can believe it or not you can find $1,500/month by reducing rent & car & cutting luxury expanses and in a year you will have $18,000 - this will suck but it’s an investment!!

I'd add single family houses with a guest house or mother-in-law suite to your search.

If the risk and cost is acceptable to you, you could enter into the contract with the estimated cost as the earnest money deposit being held by the attorney to draw on as the suit progresses.
