Finding a home with creative financing is tough, any reason you're trying to go this route?

Agree with the previous sentiment.. this will likely be quite challenging to find financing in the marketplace.

With the Voucher Payment Standards in LA, I figure I'd need to find a 3 bedroom property with an ARV of around 280,000.

Ya there's a good chance the property manager is also marking up the fee, so if you can find a solid contractor to do it cheaper I think it's a great way to go as long as the quality of the work is the same.
