Or would that disincentive the best realtors from participating since they wouldn't have an exclusive listing?

I shared in person 2 concerns with my county's Finance Director who oversees the money and the program admin leaders in an event to encourage tenant participation. 

For some reason, my tenant starts paying me around the 25th of the month.Going forward every tenant agrees to LCB participation and reporting.

I have pets myself (in truth I participate in pet rescue and foster) so I'm probably nose blind but even after getting any carpet professionally steam cleaned and after running an ozone machine in the room(s) I'll have an applicant with no pets) walk in and ask if there have been pets in the place before.As previously suggested, make certain your insurance covers certain breeds of pets.
