I stipulated that I get notified and I will get a bid before any repairs are done.Find your own source as a back up and maintain contact with them.As far as the work already done, request a discount.

Since 30% of Canada's GDP comes from exports (and more than a quarter of that is oil) any slowdown in purchasing from China plus any knock on effects from other countries tied to China could really put a dent in the Canadian economy (see http://www.worldstopexports.com/canadas-top-export... for the top 10 list).

As long as you understand the wholesaling process and are able to work effectively with sellers/buyers/title companies there aren't really any "rules or restrictions" specific to the state.

I typically find when I see net numbers like that presented by the seller that they have not been properly maintaining the property.

You really need to meet with a good tax professional in your area,  transferring effective ownership to you could trigger gift tax plus their basis in the property would also transfer to you so I they owned it for a long time this could be a disastrous tax move.
