Without knowing too much about the municipality or property you purchase it is hard to say exactly why 10 months was withheld, but this is fairly normal as the lender calculates which amount of $ needs to be set aside for the upcoming tax bill.

You can exchange it into another property, but once you sell, all the gain and depreciation is taxable from the property you exchanged out of.

If I'm doing my math correctly, when purchasing another property and including 75% of the projected income in the calculation, a $400K property with 25% down would put me around 43%, which is generally the max allowable DTI I believe?
