What is average cost to renovate a 2 bedroom apartment from to to bottom in a C class neighborhood ?

I am the Developer for this project with the intent is to turn an old factory into a 20-25 unit apartment building.

We're considering buying an investment property (single family, duplex, or small apartment building) in greater Minnesota since the cost of properties is lower than in the twin cities.

I see new apartment buildings going up everywhere, do they typically rezone C1 land?

Next week's NHREIA meeting in Manchester will be worth attending  - they're doing a couple of case studies on apartment buildings, actual deals that went down, this is a great group.
