Since the second floor tenant is on a MTM lease, you can implement a new lease with them starting at the next rent payment cycle (to include increasing the rent), but I would give them the lease to review and agree to at least 30 days in advance of the lease taking effect (but if you give it in the next couple days you should be able to get the new lease started in November should she want to stay).
