I have a friends father that does work on the side and installed a top of the line buderous boiler in my house for a price you would not believe.

Is this a DIY project or something that should be let to the pros?  

But the appraisers mentioned in the improvements section that only new plumbing was going to be installed and only on the first floor.

Follow up: If you are installing  whole-home AC anyway, do you leave the radiators or install a furnace along with it and remove them?

Third, my guess is that you are going to have to install central AC and all of the duct work as well.

I am having replacement windows installed in my rental SFH (WI);  (didn't know where else to post this). 

Seeing that flashing was not installed, you have water penetrating between the gaps. 2nd photo shows concrete spalling (most likely due to freeze-thaw cycle) and exposed rebar now beginning to rust.
