From what I understand, you will have to deal with an appointed representative to make an offer most times no negotiations aloud.

Here you agreed you wanted to purchase the price for X (Which could have been high or low, you should have enlisted the services of a professional to represent you, which you did not), the seller agreed to sell it to you for X, so that is the market price of the property.The appraisal is not performed as a means of safeguarding your interests, and even though you pay for it, it is not actually your property depending on the state (some states do grant you ownership of the report).
