I rather fix the damage, have the neighbors insurance pay for it, and find a new Buyer once the issue is resolved.The important question is: After I say NO to the requested discount, if the Buyer decides not to proceed with the purchase, would the Buyer be entitled to receive their earnest money back or should I?

@Stanley Smeltzer there is also a 3% funds to use based on the purchase price if you are going to live in the property.

There are schools all over, including Wilmington for sure. https://dpr.delaware.gov/ has all the details on schools and requirements, typically the schooling can be done online and then the test is done in person at a testing center. 

I currently live in the Midwest and am interested in purchasing a property in Huntsville or Chattanooga.
