This is probably because if you have a lot of properties already, they dont want you to be inadvertently benefiting from a program that was designed to promote primary residence home ownership instead of utilizing it to buy more properties that will end up being investment properties.2) On conventional financing where only rental income was used to qualify  and the borrower held all properties in their personal name then the argument could be made that the borrower is not self employed.
