This is like requiring a restaurant to stay open for the next three months and serve all of its customers without being paid.

Wondering.. do I need to get any permitting or anything to add electrical to the room, flooring, closet, and make a small room?

He stated there is a 500 sq ft addition but it wasn't permitted.

I have a tear down quote for $8000 that includes permits. 

I gauged their accuracy and thoroughness of data, response time, expectations, customer service, honesty, clarity, etc.

I closed on my new shop, office and rental just before this whole covid19. during the quarantine I've done a ton of work at my shop & rental since as a plumber I do not need to work unless it's an emergency for a existing customer, I've basically done everything myself.
