I have never personally had issues with insurance even in the valley for my clients now that I think of it. 

House hacking will also give you some personal "property management" experience.

I have several clients that 'self-manage' or have a full time private manager that has enabled them to offer their manager/cleaner (occasionally the same person or couple) double the hourly cleaning rate (compared to national PM companies) while reducing the booking/cleaning fees for tenants.

I definitely would not touch the 3.75% personal mortgage and hold that forever. 

HOWEVER, I personally always prefer to own the entire property.

Prior to this we did get the occasional person thinking it was too cold, but we only get that about three times a year now with 3 pool cabins.  

an LLC / Partnership and syndication are not mutually exclusive.You can have an LLC that is a syndication.You can also have an LLC that is not a syndication.Are you engaging with the accountant / attorney on a paid consultation or a free consultation?

Or perhaps the seller can provide you some financing.My guess is that any US-based lender would be making more of a personal loan than anything because it would likely be hard for them to put a lien against a property outside the States.Perhaps there are private lenders in that country that would be willing to lend to you as they would be more familiar with securing loans against properties there.

Regarding background checks you can use many different apps or software, I personally like Hemlane for tenant advertising and screening.
