If it's baseboard electric heat and hot water, it's especially urgent to get this taken care of.Either way, I'd find a way to get a second meter installed pronto. it should be a pretty general implication that any advice given should not be followed unless you can confirm it is legal in your state.

Would it be legal and make sense to list the same unit at the same time for, say $1,800, on Zillow/CL/Zumper/etc. and for $2,100 on the MLS?

So is there any way legally I can clear the property or I should stay away from such property.

He has bad credit, and outstanding debts that he needs to pay (hints the loan for 12k).

Wasn't until formal property survey resulted in obvious problems with legal description that seller abruptly "cancel's" the sale stating their need to "fix the property description issues". 

I would pay off debts if you have any.

But I really just want know the legality of the situation.

Plenty of the terms are (somewhat) negotiable depending on the borrower, LTV, debt service coverage, collateral, etc.
