Another solution may be to vent the attic space, if it is getting to hot up there and cool downstairs, that will cause humidity at the ceiling and while your at it check the insulation in the attic, make sure there is enough to keep the temperature difference between the cooled space and the hot attic. hope one of these helps you.

So if it seems likely to be true, then tell him that and then tell him you will amend the lease to allow them to stay if they pay the additional water amount of $25/mo or whatever.I guess the other question is would you have rented to him if he'd have had a girlfriend with 2 kids?

Change out lights with low-e permanent LEDs, and make sure you have good furnaces so they don't use space heaters, and you will be fairly safe.
