Of course hard money lenders are EXTREMELY keen to what is and what is not a deal worth lending on.

They will review them and might have some basic questions but nothing major.You will finish extremely fast.

No pets, can not inforce, no weed plants, can not inforce, illegal activity, extremely difficult to inforce etc..

I believe you would have to offer something extremely competitive over other landlords to still attract the best tenants, and you are not really effecting your bottom line if you are stagnating or reducing rents to offset utility cost to the tenant, you are just reducing potential risk of cost.
