Many major paint manufacturer's not only warranty treated wood applications if you follow the drying period mentioned above, but, if you're interested,  they often have how-to videos for painting treated wood.

If the source of funds used to acquire the property was an unsecured loan or a loan                  secured by an asset other than the subject property (such as a HELOC secured by another                  property), the HUD-1 for the refinance transaction must reflect that all cash-out                  proceeds be used to pay off or pay down, as applicable, the loan used to purchase                  the property.

Jerry is correct and a spouse may not be on the note, but they will be signing the deed of trust as they have a marital interest even if they are not on title, prudent lending and your state laws will be applicable.
