Anyone specific at the County Auditor's Office that I should ask to speak to (specific department or title)?

They work in my office and I have several investor clients working with them now.

Lawyers offices are full with clients who never thought they would be there.  

I imagine the possibility of building some large communal areas (living, dining, kitchen, work out, study/office, playroom) which will be central to some clusters of 2-3 rooms for sleep mainly.

You could explore "USPS Street Addressing Service," the UPS Store has one, or you could use one of the virtual office services that have a physical location.

We have fixed multiple areas of the house including electrical, plumbing, added washers and dryers, added solar powered security lights, built an office, built a patio which increased the value of the house.

It’s outside the box thinking/ hustle / and grinding that has you buying properties while they are buying there 4 th office chair.
