Rent an industrial strength ozone generator from a hardware store and run it in the apartment for a couple of days.Ozone is an unstable molecule that attacks hydrocarbon molecules, breaking them down into harmless substances like carbon dioxide, oxygen and trace amounts of water.Just make sure you follow the precautions and if you overdo it let the apartment air out for a day.

@George Fitz Yeah, prices have had a general downward trend over the last decade with the end of CAMP (the semi-militarized air raids on outdoor grows) in the area, as well as a ton of a ton of cheap, low quality marijuana grown by Mexican cartels, mostly on public land flooding the market.

Otherwise, you could buy a house with extra rooms and could use air BnB to also pay your house down very quickly.

@Tunji Ogunmefun With your rehab experience you have a better handle on costs that I would - Hamilton is one of those hot areas - you may find a private lender/partner/mentor if you post in the Marketplace, especially if the house has potential to appreciate. 

His building needs a roof, air conditioners & interior renovation.

Agent advised not to lower current offer price due to hot location but will have to see about that.
