Even solid people can be annoying renters -- poor cleanliness over the course of a year is frustrating, over 5 years it could turn into hoarding, health hazard, or damage to your property.  

My tenant is about to move out and I’m not sure legally if I’m able to withhold damages in my particular situation.....There has been well over 20 police calls to my property all domestic related.

Per the lease, we could theoretically evict him, but since it wasn't him that caused the problem, and he will be paying for all damages, the property management company has suggested that we allow him to stay, but put on notice. 

I ask for a review each time I notify someone that I've refunded their security/damage deposit.Finally, be careful with those low rates.

I'm not sure about plaster, but I've had dry wall fall in sections that had previous water damage (2 years prior).

Had two reputable 20+ yr companies bid ~$25k, with high risk for other damage occurring during the job (plumbing, brick, roof, etc.)I have seen price quotes range from $200-$600 per pier, depending on type, quality, etc.Turns out the original foundation quote came from a company only in the business for 3 years, giving lowball bids with supbar materials and little to no experience.I would suggest having a licensed engineer look at it and give his recommendation, the $400 it costs could save you thousands in the long run.

They have good practices not to damage flooring or landscaping if avoidable and clean up after themselves. 

I say kids = damage and wear and tear.
