I think a good plan of action would be to contact a social worker in your area.

My question: because this is a safety issue, how does the eviction timeline differ from a regular eviction.

If the appraisal comes in below the purchase price, then you would need to make up the difference (thus his comment about 25% could become 30% to make it work).Also, the property needs to not have any health/safety issues, which is probably what he was really referring to.
