Then bring in tons of fill dirt and compact it, with inspections along the way.This can cost $5-10k, so I'd just put those same dollars into turning it into an asset.

I have an LLC and I have enough cash to buy the house outright but would rather refinance it and get a mortgage on eventually so I can use that cash to eventually buy yet another house to continue build my portfolio.

So cash burn while your doing that. 

I slightly tapered down one side using one bobcat contactor help so that landscaper can go from the the corner where city catch basin is there.
