as others have said here CAM costs are traditionally pass throughs that the property owner should be able to show you receipts for the true costs ofGenerally during up front negotiations and LOI's the NNN's mentioned in leases are estimates, but the real NNN's are actually calculated and passed through to the tenants.

The scope/work you were mentioning about just insulating, finishing, and making it nice would definitely be permitted, as long as the City doesn't decide to come back with a comment saying "Our records indicat this porch is an Open porch, please provide existing photographs"...
