On the other side, you could have a new build that owner pays no utilities there are no major maintenance issues because the building is brand new and operating expenses ratio could be 30-40%.

There are a lot of areas that allow work on your own owner-occupied home, but if you are working on a rental, flip, or similar non-owner-occupied house, you need to have licensed tradesmen do plumbing, electrical, etc.Ran into this issue while flipping a house in a small town in NJ.

Definitely check out the legality of short term rentals where you are buying... that issue is my nightmare right now in FL - where the city only pursues short term rentals based on neighbor complaints.
