I’d be afraid of the tenant class that wants to rent one bedroom with a shared living space.

Based on your situation I would always lean towards preventing moisture in the crawl space and looking out for possible tenants health.

We were still a bit wary of the big dog being in a small space that we had just renovated and refinished the floors on, but they seemed like a nice enough couple.

New construction seems to be assigned a higher tax value than improvements or say an addition to living space.

Another solution may be to vent the attic space, if it is getting to hot up there and cool downstairs, that will cause humidity at the ceiling and  while your at it check the insulation in the attic, make sure there is enough to keep the temperature difference between the cooled space and the hot attic. hope one of these helps you.
