Wholesalers need to be licensed and regulated.

It's time to put a cold hard stop to wholesaling without strict enforceable regulation and licensing being put in place in all 50 states. 

As a first timer, I would recommend paying contractors quickly (as soon as you're satisfied that the work is done completely and correctly) to establish relationships. 

An MLS-drip campaign does not establish procuring cause and if an agent wanted to sue because of that they would have to prove that you did not see the same listing on Zillow first, which they could never do.

Worked with a local, regional bank in establishing a 12 month access line of credit.

Also, I checked with the  Dept Real Estate Regulation and Enforcement, They had never heard of a "tort".

Keep in mind my strategy is for buy and hold, so I am looking at long run factors.I evaluate areas with either 1.New growth that is rife with young professionals or 2. established real estate value that will likely only go up. from there, I will run the property though 3 filters: Cap rate, Cash on cash return, and profit margin.

These are less regulated than a REIT structure (think: less expensive and more flexibility to set terms).  

My uninformed guess (I don't live in your state) is that the owners will have to vote on hiring (and funding) an attorney and on a proposal to establish a POA.
