@Bret Habura, I think the underlying issue is poor communication with/from your PM. 

Communicate is the key!

Together we've increased transparency and communication with management, and worked out a plan to cut back on some community aesthetics for the year to cover everything and slowly rebuild margins without having to issue a special assessment.The people involved really can make or break any organization.

ITS MASS communicating so you have to send out massive amounts to get any results other wise your just wasting your time and money.But to get 4 calls thats pretty good response..

The law says a landlord must communicate via certified mail, do all judges rule on this based on whether or not the mail was actually sent certified?

Tenant was two months behind on rent but had clear evidence of lost employment, communicated well about what they were doing to try and catch up or seek assistance, and made small payments every month to show they were trying.
