I know some buyers are cancelling their contracts because the builders increased the price of the home well above what the buyers initially agreed to.

I am a builder so didn't care about the condition of the property as much as the OP should.

The first buy and hold rental townhome is located in a community and the builder decided to add a phase II.

All of the FHA lenders I speak with only allow 3rd party builders that have no relationship to the owner. 

What are some suggestions to find builder partners / builder buyers ?

If it paid off the builders could just go door to door to sellers and offer to split the profits.
