Our market is still pretty hot so sellers aren't super eager to take too much off the price as they suspect they can sell it to others who will still pay top dollar.The other thing I'm doing right now is talking to a few more electricians to get a better idea of what type of costs I'm looking at because it might be less expensive than I'm imagining.

You want homeowners, yes, but I suspect that the specific subset wouldn't be "investor focused" homeowners, it would be people that feel compelled by social justice or "doing the right thing" type motives to "do their part" to solve the housing crisis.
