(Other than rejecting an offer outright, that is.)My understanding is that the buyer is pretty much not supposed to pay anything out-of-pocket when using a VA loan, but that doesn't mean someone else can't step in to pay at least a portion of these costs - a relative, for example.Any suggestions on how to counter this in negotiations?

Structural repairs or necessity items are expected and brings you up to zero.New paint, both interior and exterior, new floors, granite counters (in a B- property will make it a B+) and landscaping et al. will force appreciation AND allow you to raise rents.As you have checked comparable properties, if they all have updated HVAC, welp you gotta step it up also!

I typically don't even consider a building this old because I don't want to deal with all the old stuff like galvanized pipes, knob n tube, lathe n plaster, lead paint, old windows, etc.

from a practical standpoint, you can make your point of having the property off market and support the non/partial refund with that reason for keeping the deposit... assuming you'll get resistance to this idea, you may want to counter that resistant response with a partial refund as mentioned above by others... to the amount that's not worth going to small claims court.
