Now the owner owes this tenant moving expenses, lawyer fees, all new furniture(negotiated during settlement), medical bills, dry cleaning and washing of all clothes, sanitizing of all her personal effect, and refund of every cent paid.

Joseph,Assuming your investment location is near Baton Rouge, LA, and the limited number of carriers wanting to write coverage in Southern Louisiana, you need to find an strong independent agency with access to many different carriers (especially those with access to multiple excess & surplus lines carriers). 

We learned that Baltimore has quite a few rules regarding the rental process, it's not as cut and dry as some other cities so it was a bit of a process navigating that system.
